Try the big supermarkets 1st before you go online, the websites seem cheap but then most add postage and packing costs.
partybox.co.uk have a good range of stuff and some good ideas.
try your local shops as well. card warehouse or card factory usually have a good range, and asda does a helium canister with balloons for about ￡20.
pick a theme, or even just a colour and work around that, don't panic about making the food fit the theme, just finger food that people can eat through the evening.
if your using a venue check what they can do for you re. food and decoration.

If you are in the UK most of the supermarkets do stuff you could use as decorations. Otherwise, and always a winner, it's got to be ebay! Good luck.
