-Use bright Latin colors. Oranges and reds, pinks and yellows, and lime green are appropriate.
-Hang the traditional celebration banner flags; they're inexpensive, effective, and authentic.
-Pi?atas are both decoration and entertainment; hang at least one.
-Use terra cotta pots liberally. Lined with plastic wrap, they make excellent serving dishes. And they're a natural for holding lots of bright paper flowers which you can purchase (see the Mexican Party Supplies link) or you can make your own.
-For lighting, string colored lanterns or chili pepper lights, and arrange clusters of candles.
-Decorate the walls, indoors or out, with maps of Mexico or travel posters, serapes, lace scarves, sombreros, vintage south-of-the-border costumes, or large fans.
-Mexican retro-style postcards make wonderful invitations, as do the 'margarita' invitations pictured.
-If a Mariachi or Salsa band is out of the question, you can always find the music on disk.

lots and lots of tequila

Running shoes, bottle water, 12 kids per adult, Viva La Raza T-Shits, sharpies to do their eyebrows, top button only shirts, multiple bags of oranges, avocados, limes, and really thorny roses. And make sure you have a catering truck parked out front.

my sister is in a sorority and they had an "illegal immigrant" party. People dressed up wearing bathing suits and inflatable rafts (drifting to florida from cuba) etc.

make sure you have sombreros and ponchos ((old blankets preferably with a pattern that have a hole cut in the middle)) for the drunken idiots to wear

i've seen people put those on sober as last minute Halloween costumes and it was hilarious, drunk it can only be funnier
