I learned to twist animal balloons from a library book. It's easy. If you can learn, put on a clown costume, learn some cute jokes and be the entertainment :)
Kids like to make things, they love pinatas, cranium, and games like three legged races, sack races, balloon tosses, red rover... It doesn't cost much to have a great time with a group of kids!
HAVE A THEMED PARTY, LIKE JUNGLE, PIRATE ETC, GET THE FULL WACKK, PROPER EVERYTHING!!
Pretty much so soda.... music... and hats..... dont forget finger food.

get a moon bounce and music, maybe a clown
Maybe you can buy some goodie bags, some confetti, or ask her! Get her a nice dress.
get all the people coming to write her a letter or have a hat game where you pick out things to do. get everybody to write thier ideas and put it in a hat.
what about a dress up party? with make up and the whole nine yards? For my daughters 10th birthday we did this and it was a hit! We got old prom dresses and kiddy make up (at wal mart) Also if you ever watch the food network there is a lady named Sandra Dee shes always doing something frilly for her niece. They had a may pole and a may pole cake!

a special theme - make every1 dress up.
go to a party shop and hire his/her fav cartoon character costume and take a pic of all the kiddies with the character - so they can have one printed of :] (digi cam)

Face painting, pinata, have a karaoke machine, musical chairs, and oldie, but they still love it. Girls love crafts. Instead of a cake, make individual cup cakes and have them decorate them themselves with all the sprinkles, sparkles, and toppings.
Have Karaoke or lip sinc to Hannah Montana Or a dress alike contest.
You wanna keep it cheap right? sooo shes nine! keep it simple n cheap they wont understand the different will they really? go with games with music like "Pass The Parcel" or "Musical Chairs" or "Whos The Best Dancer?!" Stuff like that. Have music and dancing in between the games along with party food. This would keep her party alive and interesting. Also, if you wanna push the budget by a little why not hire a Bouncy Castle?... Only 70.00 or maybe even cheaper just look em up on the net.

If your niece and her friends like to sing and dance you could have a karaoke contest or a dance-a-thon. You could even get a paper towel roll and styrophome ball to create a microphone. Perhaps, they could make friendship bracelets with some string and beads.

you should go to the store and buy her Hannah Montana 9 year old kids love that stuff i know because i have a 10 year old niece
My daughter loves High School Musical.....what we did was take turns singing to the music and you can make stars like what would go on the dressing room door. You can also have a red carpet have have the girls walk on it and take pictures....here are a few ideas. I hope this helped you!
GO to chuckie cheese play dress up have hats have sodas juices and ect.........have all her friends come moon jump moon sand anything !!!!
