On the front of the invitation you could put "TOP SECRET", and then write the details on the inside. Another idea is to put "Shhhhhhhhhhhhhh" on the front of the card.
How about Camouflage invitations? You can do these yourself on your computer...Or make invitations with the picture of whomever is graduating in their uniform..
Depending on how crafty and how much time you have you can make your invitations. I made these invitations for a similar type party. But I used green paper. I wrote the information on the inside. The only problem was they had to be hand delivered.

Congratulations! You must be very proud, as I am of your brave graduate! Check out the link below, it's a dog tag invitation, which is very economical. If your budget is quite a bit more, why not go to your local army surplus store, and have dog tags made with the graduates info, date and time of party? That would be fun!
