I would also have lots of tiki torches around and a game of limbo ready to go and lots of food - just do munchies and stuff but do them in colorful bowls and plates!.
If you have the room to set up a volleyball/badminton set that is always fun!
The budget really depends on how crazy you want to get - you could totally throw it all for 16 people for under 100 bucks if you had to - but that would involve some real creativity on your end (like homemade decorations and such)Www@FoodAQ@Com
