I always enjoyed renting the latest movies and or having friends bring their favorite movies,watching, eating popcorn and M&Ms. also, have a few friends over and gossip, listen to music and play cards games or board games.
make-overs are always fun. raid the parents closet and dress each girl as a different decade... 80's, 70's, 60's...so on. movies are always fun too.
karaoke....
videos....
popcorn...
nail polish.....
board games....
Decorate a pillowcase with paint-pens
um....
take silly pictures....
make silly videos
eat candy
eat ice cream
eat popcorn
eat cookie dough
laugh!
I'd say just rent a bunch of silly chick flicks, or 80's movies like Top Gun, 16 candles etc. Give each other pedicures, manicures, facials, order pizza, eat cookie dough, just let loose and have fun =)

Call the Chinese delivery place and try to order a pizza, then call the pizza place and try to order Chinese food. Or order a pizza with insane toppings like pickles.
movies,games,make up party,anything that makes them happy. I think if they are teens they already have an idea of what they want to do. I have taken some teen girls to a hotel for the night that had an indoor swimming pool and such. Some of the suite are two rooms with a kitchen. we had a blast.
How about something where the ingredients can be prepared ahead of time and then each girl can build her own. If you are considering a main dish or warm snacks, you could have:
1) Build you own individual pizza
2) Make your own tacos
3) Do you remember the old "Stone Soup" story? You could do a mega salad night and ask each girl to bring three of her favorite salad ingredients. You could give them letters the ingredients must begin with if you did not want all three to bring the same thing. The hostess could be sure to supply some protein so everyone would not be hungry again in a few minutes. Maybe the hostess should remember the dressing as well!
If you are considering only a dessert, you could do
Bring your own Banana (BYOB) and then put out several kinds of ice cream in pint sizes and several kinds of toppings. If you are planning to share the costs, you could ask each girl to bring a different ice cream and topping. You could take pictures of the finished products before you dig in.

Pick a movie theme, such as comedies or chick flicks. Using comedies as an example, tell everyone to wear their craziest clothes or pajamas. Get cheap, but wild make-up & nail polish at places like Dollar General or other discount stores. See who can make the other's make-up look the strangest, & stuff like that. If you guys like board games, pull them out. Mix pieces, like Monopoly money to keep up with Scrabble points. Add new rules, like every time you roll dice, you have to make a funny face or lose a turn. Make up secret codes for use, only by your group for the night. See who can tell stories, but make them funny by talking funny.
We use to call all the cute guys in our school and ask stupid questions. It was always hilarious.
We would also put on music and coordinate a dance routine together. Later we would show off at school and do our dance routine. That was always cool.
We would eat pizza, chips & dip, nuts and cupcakes.
We would tell scary stories and sometimes rent scary movies.
