Candles...........everyone loves candles....wrap them up in tissue paper and tie a ribbon around them
How about disposable cameras? You can get them cheap on ebay and everyone loves them. You could ask each guest to use it up, then leave it with you, develope the film amd invite them all back for another party to look at the pictures.
I'm assuming this is for a kids party? Find small toys, small packs of crayons, or card games like Old Maid at your local dollar store. They'll have things like party blowers, decorations and balloons at great prices as well.
try non-candy items, like mini-paintsets, mini-playdoh cans, mini-sunglasses, whistles, mini-lipsticks, cheapie toy cars, and boxes of "poppers" appeal to many kids too.
