Birthday party for a 17 year old girl. Ideas?

I always want to have a great birthday party but never know what to do. So this time I am giving myself a long time to think about and plan it. I would like any suggestions.
Some things that it might be helpful to know:
1. My birthday is in December.
2. My budget is not huge. (not sure how much, probably about $500)
3. I don't want a large party. (no more than 25 close friends)
4. The people invited would range in age from 15-18 years old.
5. The party will have both guys and girls. (so no sleepovers)
6. Most of my friends hate to dance.

Please nothing childish.
I know I'm being pretty picky.

For a birthday party for a 17 year old girl, I would definitely say that you want to keep it simple but fun for not only you but for your friends. Since your party is in December, I would say invite your friends over, order all different types of pizzas for everyone, get chips, and possibly cookies...and watch a movie... A fun thing to go with your simple pizza meal would be "MOCKTAILS", instead of "COCKTAILS"... Mocktails are a hit anywhere you go, you'll feel like an adult...really when your only 17...get some cute cups to go with it... I will list some recipes for the drinks at the bttm...then after you finished your meal... It would be totally awesome to take EVERYONE ice skating... it's December! Play off of that! I really hope this works for you!

Mocktail recipes:

Cinderella Mocktail
1 oz fresh lemon juice
1 oz fresh orange juice
1 oz fresh pineapple juice

Add ingredients to a cocktail shaker you've half-filled with ice. Shake until chilled; strain into a chilled martini glass. Club soda or ginger ale can be added for the fizzy excitement of it.

Edible sparkles, lemon wedges, slit strawberries, candy sprinkles

Nada Colada

2 cups pineapple juice
1/3 cup cream of coconut
1 ? tsp. rum extract
? cup crushed ice

Combine ingredients in blender and blend until smooth.
Garnish with pineapple slice and add a sugar cane swizzle stick, if desired.

Seabreeze Cocktail

4 oz cranberry juice
2 oz grapefruit juice
1/2 oz lime juice

Add ice to chilled highball glass. Add juices; mix.

swimming! that's always fun and everyone likes doing it. what else is fun is the game where everyone gets a famous persons name on a piece of paper on their forehead and they have to try to figure out who it is asking yes/no questions

Girl you should have a swim party i know guys like to hit girls with water and you can go to a indoor pool so its not that cold.

Something that is always a hit..is a scavenger hunt or something like the amazing race..give clues and run around town finding clues and see who can finish first for the prize..usually 2 or three teams. we found some ideas online with the key word scavenger hunt..alot of fun!!

I would say some movies and a scavenger hunt or
swimming

how about rent out a skating ring and go roller blading
have pizza prezels chip dip coke sprite
or
camping trip have food like hoagies marshmellows smores tents sleeping bags fishing boating canoeing
or
six flags trip
lunch at one of the resterauntes
or
trip to trl with friends
drive in a limoe stay at hotel and set up pizza or a resteraunt for dinner and ice cream cake or homemade or what ever resteraunt serves

um get some pizzas and alcohol (if ur allowed)
Hire some movies
play spin the bottle
