Answers:
Oriental Trading Company has cool Luau decorations...and even hula skirts.

Serve fruity drinks and look up on the internet for Hawaiian foods. Your daughter won't care but the adults will think it's cute.

Have fun.

She's 2 - she doesn't care.

party city. they got tons of inexpensive stuff.

make the grass skirts yourself

Try Oriental Trading online, they have lots of cheap stuff. Your daughter is too young to notice or care honestly, so you'll be more aiming towards the adults of the party. Any local party store should have some stuff available. Save money by making one big punch which is festive for a luau.

Don't do it for a 2 year old...it's a complete waste. Just put up balloons and as far as food goes, that depends on the time of day. Are you serving lunch or just snacks?
