First, you get to be friends with the Mayors son. After a few weeks, you and him start recruiting a few other guys to be in your "group". Then you find a few police officers that you can start doing favors for, maybe padding their pockets with your allowance or paycheck, maybe helping cover up a few things for them or whatever. As long as you get them into a position where you have some information about each of them. Work your way up the chain as close as you can to the chief of police. Then you have these officers hand out flyers to all of the local schools in town. When the neighbors complain about the loud music and drinking the police show up and then boom, its one of your buddies and you are good to go. If for some reason an officer shows up that you do not know, you always have the Mayors son as a backup. Hope this helps.
