I would have it at a nice park or at a place where you can do bbq.
When I turned 18, I had 1 gallon and 1 liter of Tequila and, like an 18 year old idiot that I was. I drank almost the entire liter before my guests arrived. I don't remember too much about it really.
I remember the next two days having a smashing headache and vomiting a lot.
If I could do it over again I would have different kinds of friends then I would have a cowboy and Indian themed costume party with the guys being cowboys and the girls being Indians.
I would have all kinds of stuff to bbq and for the fun, music and games I would have karaoke! That is a blast!

I want me and my girlfriend to go back in time with a time machine to 1975 so we could meet and get married back then when we were 18 so we could have been together all those years. We both messed up in our lives and married the wrong people before, so time travel back to a nice alcohol free 18th birthday party is what I would like to do and propose to her there.

Anyhow, I would have everyone bring a whiite elephant gift exchange, that is fun too.
I had mine in my backyard. It was a barbeque, with burgers, potato salad, fruit kabobs, and root beer floats. There wasn't any music but we did have a tetherball tournament.
A disposable camera at every table. It will make for a lot of memories.
If my birthday was in the summer (it's not and I am still scarred by the fact I could never have a pool party as a child), I would check out your local and state parks departments. You can generally rent out a large pavillion for less than $200, I live in NY so it might be cheaper where you live. But I have been to these types of places in VA, NC, MA, & MI.
The pavillions generally will have at least a grill. I have been to some that have ceiling fans, fridges, outlets, etc. Some have swimming, ball fields, volleyball, put-put, etc. Organized sports are always fun at a party, nothing like looking like a fool when a 8 year old can hit a baseball and you can't. Check them out they all have something different.
For music, 18th birthdays can be a little tricky, especially if you like music that is a little edgy. For the earlier part of the party when your older family memeber will be there, I would suggest having music that is in your favorite genre, but more classic and edited : ) If you like a mix of music get those "That's What I Call Music" CD's. Get a few and put them in a multi disk mixer and let them play on rotation. If you have 5 of them you should be okay. If you have extra money have a DJ come in for the later part of your party. Generally you can get one for 4 hours for about $500 bucks.
For decorations you could go with your favorite color. Believe me, it's a lot more economical to go with a solid color and you can get more creative. For example, I threw a party for my mother in law, her favorite color is purple, so I decorated in purple with accents of other jewel tones. As centerpieces on the tables I had beta fish in little bowls. We used them for favors for some of the people.
If you do go to the park, people will be coming and going all day. Prepare hot dogs, burgers and some type of salad for lunch, but for dinner make something a little nicer. Around where I live there is a fish monger that sells clam, lobster and chicken bakes. If you buy more than 10 they give you the pots to cook them in. Assume 1 pot for 2 people.
I don't recommend disposable cameras, generally. Most people have digital cameras now that take a lot better pictures. The only disposable camera I would recommend, if you are at a pool is an underwater camera. The pictures are hysterical.
Take pictures with all of your guests. Then for favors you can give them a 4x6 photo frame and send them the copy of the picture in the thank you card. Where the picture is in your frame you can hand write (then make copies of all you need) a little note thanking them for coming and asking them to email you any pictures they may have taken.
