You could cut out a cookie shape with a bite taken out of it. Use tan paper and glue on dark brown "chocolate chips" made from construction paper. Or if the invitations can be hand delivered, put a home made cookie in a cute box or bag. Attach a tag to the package or write on the lid of the box a note about all the party information.
Decorate it with stuff that kids like, such as a popular band or a TV show.
Cut out circles of paper and write the invitation on the back. Send little cut pieces of paper in the shape of chocolate chips, sprinkles, and the letters for the child's name. That way the invitation is also an art project. The kids can just use glue and put the chocolate chips and sprinkles and letters of their name on the cookie. You could also include a cookie recipe in the invitation so that way the parents don't have to go looking for one when they want to make the cookies.
Get brown craft paper or brown craft foam - using a cookie cutter- cut out a gingerbread man. Decorate with glitter or paint pens, and then write your invite on the back.
Or - buy some inexpensive cookie cutters (usually 2-4 for 1.00 at Wal-Mart) and attach your invitation with a string to the cookie cutter and deliver by using those cute mailing envelopes.
