Ideas for a surprise 18th birthday party...?

My friend and i are trying to plan an awesome SURPRISE 18th birthday party, but i dont even know where to begin! I want it to have a really unique and fun theme, something that she will always remember and that others will enjoy as well. but i dont want it to empty my wallet either. Any ideas??

The surprise itself is a great present in the first place. She will be so happy that she has such great friends that went out of their way to surprise her. 18 years old is a hard birthday since its a big one but you still cant do anything. One idea is to do something really childish, since when you turn 18 your suppose to be more mature. Going to some kiddy arcade and then to dinner could be something fun. Think Chuckie Cheese.

you can do a mardi gras theme,,,like have people wear those mask and you can give out beads plus you can rent a lobby in a hotel for cheap or a reception hall

i'm sure she will be real suprised if you say "you are free at last".

what about a sala theme everyone can dress up and for food have things like taco's pizza's etc

or a real fun one is wild west so youve got cowboys indians sherifs drunks town idiot{there not hard to be!!)
and for the girls bar maids saloons girls how often do you get to dress up as a classy tart just for fun! the saloon girl dress's are easily made with past formal dress's tied up at the side with corsets over the top and feathers in your hair etc

a big cake with 18 candles.

give her a fake bag of dope tell a cop have everyone waiting at the jail. then go to a bar and get drunk
