Is that a good Idea to throw a party at my house for my 21st birtday?
suppose i live in a condo that has 8 units in the complex and i want to start the party from 10Pm to 3AM on a weekend night...... please give me some advice

I say it would work out best if you let you neighbors know you were having a party. Invite them so even if they don't go they couldn't be mad if it got "a little loud", or "went a little late".

Not a good idea, unless all your guests who will be drinking are over 21 and no one will be driving who are drinking. You could get into trouble if you are caught giving minors alcohol, not to mention piss off your neighbors and possibly be evicted. Better to go to a club with your 21yo and over friends. Make sure you have a sober person drive you home or call a taxi.
If you are inviting most of the people in the condo than it should be fine as long as you don't mind the clean up the next day otherwise you may want to how noisy it may get and if the neighbors would mind. If they complain it may shut down your party early. Also depending on how many people you are inviting and how much alcohol you are serving, you place may get trashed. Many times for a 21st Bday its easier to celebrate at a lively bar.
If you want to go on that late (or early) - contact the other people in the condo first.
Or, invite them as well :D
Don't let people drink and drive.
Might want to start it a bit early for the sake of the other tenants.
