It really depends on who he is and what he likes. If he is outgoing and always looking for a good time I would go with something with tons of action and interaction!
If he is quiet, shy or only runs with a small crowd maybe look into something more intimate.

Have him a party set up at a club if he's the outgoing crazy type. Or at a skating rink if he's in to that. Or you could jus keep it plain and simple with a gathering or going out to eat.
