In Romanian it's called "gheata carbonica" or "gheata uscata" (sorry for the lack of diacritics).
"Dry" is translated as "sec" only when it's something about drinks:
dry gin = gin sec.
Don't know Romanian, but I can tell you that you cannot make dry ice (solidified CO2) without heavy industrial equipment. Dry ice is formed when CO2 gas is put under high pressure until it solidifies at a temperature of -108 degrees Farenheit.
