I would suggest XM Satellite Radio. The hardware runs as little as $100 and the service for a business is $27.95 a month. They have a wide variety of channels and you can select one to fit your needs.

There are some other services like Sirius Satellite Radio and Muzak. Sirius Satellite Radio will run you about the same as XM. Muzak has a sliding pricing scale.
