Answers:
First, for food, I think you should do the food that YOU like and that's your favorite!. This is your party and your Sweet 16!. If you end up trying to do black and white food, you're going to end up serving food you may not like just to follow a theme, why do that!? Why ruin half your party with food you may not like!? This is YOUR party and you should have food YOU love and that's YOUR favorite! The cake is beautiful and IS black and white!! Make that follow the theme and not the rest of the food! Have the food you love and have the cake be the black and white for the food!
For decorations, you can do black and white balloons in clusters in corners of the room, and then black and white streamers!. You can make the streamers go from the center of the ceiling to the corners of the room!. Then get some of the round, paper, lanterns, the ones with NO lights in them, and get some in black and some in white and hang them in different lengths from the ceiling, they will look great hanging from there!
You can then get some clear, stringed, Christmas lights and hang them around the party area!. They will give a pretty look to the party and look like twinkling lights around the party area!
For the tables, you can alternate between the tables, do one table with a black tablecloth and white napkins and the next table can have a white tablecloth and black napkins, OR just do it all one way, like all white tablecloths with black napkins or all black tablecloths with white napkins!. This is YOUR party and YOU have to be happy!!
For the centerpieces, there are SO many different things you can do!. YOu can get black vases and fill them with white roses, or white carnations, or different kinds of white flowers!. Or you don't even how to do flowers, there's so many different things you can do for centerpieces!. In the craft stores they sell very large martini and even wine glasses, you can get them and fill them with different things, etc!. You can get a clear vase and put a white pillar candle in it and then tie the outside of the vase with a black ribbon,
For your invites, you can use the same kind of decoration that's going on your cake!. If that's a star or a heart, make that same symbol on the top of your invites!. Just do white invites and then have a black strip going across the top and then whatever you choose to be on the cake, the heart or the star, make that be just above that black line/strip, OR you can have the number 16 be above the strip!. I'm sure the more you look around at invites, you'll find ones you like!. You can even do black scroll work down the sides of the invites to dress it up a bit!.

the cake looks fine to me!. how about a sweet sixteen figurine that she can keep as a memento!. do you want everything black and white!? or just the cake!? what will the dress look like!? decorations black and white streamers from the ceiling !. you can make you own flower arrangements from silk flowers from michaels or hobby lobby!. invitations does anyone you know have a printer!. tou can get invitation paper at walmart!. design your own!. if not you might have to go to a print shop!. food you must have rice, beans, salsa , i have run out of ideas!. sorry!.Www@FoodAQ@Com
How about a silver glittery thing that looks like fireworks!? Or how about one of those things with all the little plastic strands of light!?

I know someone who had a black and white sweet sixteen!. She had everyone dress in black and/or white but she wore a hot pink dress!. She had little pink accents in the decorations!. She bought black plastic cutlery, wrapped them in black napkins, and tied them with a pink ribbon that we curled with scissors!.
Black and white parties are really nice when you have another accent color to play with!. Have balloons in the three colors (but mainly black and white)!.
You can even go so far as to have your food with a black and white theme!.
