It is called a cake, even tho' it is more like a bis....

if you leave a cake out for to long it will go dry
and if you leave a biscuit out too long it goes soggy

It can be either. I hve seen both Jaffa Cakes and Jaffa Biscuits, even Jaffa Icecream and Jaffa Slices! If its called Jaffa, it usually implies that its chocolate and oragne flavours together, like the chocolate covered with an orange flavoured candy shell that you can buy here in Australia,( and the UK I believe)
