Ok so i just threw down a 21st birthday party for my friend, and even tho you are trying to throw down a sweet 16, i think this idea will work fine. Go to the dollar store and get a box of 30 hawaiin lays... get a fake hawaiin tree (10 bucks) you can fill that up w/soda.... get hawaiin lil' decorations (about 15 bucks should cover ur whole place) and decorate it out... and make it a hawaiin theme.. .ooo yea and u must have some hawaiin punch in a big bowl... and another cool thing we did was have pina coladas w/the lil' umbrellas in neon colored glasses to make it more fun :) and we had a hawaiin girl poster on the door and a hoola skirt for the bday girl. and tell everyone to wear there summer clothes and tell them the theme so they can dress up if they want. It's spring anyuways, so it'll be nice! :)
