Tell her she can invite ___ of her closest friends (number of kids depends how much you're willing to spend) then bring them all to:

The Mall with $100 each
An amusement park such as six flags
The beach or pool
ice skating
Have a sleepover party (is the cheapest)
Or if its not going to be a surprise party ask him/her what she wants to do for his/her party!.

for my 13th I had a shopping party
we all had ￡40 each and were alowed to go around the shopping center on our own buying whatever we wanted

then I had a few friends back for a sleepover and ordered pizza's, if you have a tent you could have a camp out in the back garden and roast marshmellows!.Www@FoodAQ@Com

You could do a theme such as "Fear Factor":

Create teams and have prizes!. This can include physical competitions such as a race of some sort, maybe with skates or hoola hoops!. And then make them eat something grose (nothing harmful, but if you take bananas and put them in the freezer they will turn brown and look grose, but are still edible)!. Www@FoodAQ@Com
