good luck finding a straight answer on this one... I've heard dozens of explainations, who knows what is true, and what isn't.. Heres the one I tend to believe most...

The San Fransisco Penal Code for "use of marijuana" is 4-20. Thats not the sale, distribution, growth, or anythign else, its a seperate civil infraction. So, when a cop would radio in, he would say "I gotta a 4-20 in progress".

And from there, you get the evolution of the term...

It is a term for a hardcore pot addict. It is someone that is SO committed to the drug that he/she will get up at 4:20 in the morning just to smoke.

It is widely accepted that in 1971, a group of teenagers at San Rafael High School in San Rafael, California, calling themselves "The Waldos", used to meet every day after school at 4:20 p.m. to smoke marijuana at the Louis Pasteur statue. [2] [3] The term became part of their group's salute, "420 Louis,"[4] and it eventually caught on more widely. Many cannabis users continue to observe 4:20 as a time to smoke communally. By extension April 20 ("4/20" in U.S. dating shorthand) has evolved into a counterculture holiday, where people gather to celebrate and consume cannabis.[5] [6]

There are also many apocryphal urban legends attempting to explain the origin of the term. Two of the most common of these are that 420 refers to the number of active ingredients in cannabis, or that it is police dispatch code for cannabis.

It is the police call code for someone using illegal narcotics. If you put your damn bong down for a minute and paid attention every once and a while you would already know that you damn hippie!
