This is what we did we took 1/2 gallon milk jugs cut the top off{ or you can use any shaped container as long as its plastic or cardboard so you cut cut it away} fill up with water
then we took one of the long balloons {the ones they use to make animals and thing with} blow it up and put into the water, Make sure it not all the way to the bottom freeze for a day then cut away the container and pop the balloon

If simple ones will do, cut off the top of a 2-litre pop bottle. Fill it about 2/3 full with water and let it start to freeze. Cut the top off a 20-ounce pop bottle and fill it with water and set it inside the bigger bottle. Be sure to put a string inside the smaller bottle so you can pull the ice out of the little one once they're both frozen. When you get the ice out of the little bottle, add a bit of warm water so you can pull the smaller bottle out cleanly. Then remove the ice from the big bottle and you have your vase. A little water on the outside will make it pretty.

If you need fancy ones, call a professional! They've actually trained to do this.

I've seen stacking glass bowls used for this. Pour about an inch of water into the bottom of a big bowl and freeze, making sure it is level. After frozen, put the smaller bowl on top of the ice. Put a bag of beans or some other weight into the small bowl. Pour water into the space between the two bowls. Connect the two bowls with tape in about 4 places to keep the sides of the ice the same thickness. You could also add something to the water at this point. I've seen flowers and leaves frozen inside if that's the look you want. Freeze the bowls until solid then you can pop it out and keep it frozen. Hope this helps!

Go to ebay and purchase some magic crystals... the large ones will look like ice and the cut flowers can stay in them for a long time... good for rooting plants too...
