nothing wrong with elbows on the table, except in England, Ireland and English establishments, including tea rooms and cafes. But I agree with you about the plates. It might suprise you, that I never leave anything on my plate, but some people do. It might also suprise you, that one day last week, my brother and I had lunch at an English Cafe in San Carlos, CA. While we tried to be proper, the nearest other customers were rude.

Children, children - keep your elbows off the table.
This is not a horses stable, but a decent dining table!!

Napkins on your lap if you please, for dirty hands are not for knees!

I agree with you about no elbows on the table but I think it is proper to leave a small portion of uneaten food on your plate. I'm not sure of the reason behind it but maybe by chowing down every last morsel it sort of looks like gluttony. It is more refined to leave a little, think it looks as if you were very satisfied and had your fill. Also remember always put the napkin in your lap.
