It sounds like you need some kind of theme like maybe hawain/cinderella/favorite celebrity (dead or alive) what ever you want. Then from there you can make a catch phrase up. I wouldnt worry about age too much. Have the people you want there, its your party you decide who you want there. Hope you have a fun one, you only get to be 21 once

I assume the drinking age in your state is 21- so I would suggest a slogan "21- first year of legality and nonsobriety" and every year thereafter you can count them as 1st year of legality that would be 22 and so on, 24 would be 3 years of legality---it makes you sound younger and fun

If you plan to have your party at a bar or restaurant, I would suggest making it a 21-and-over thing--if you don't, you'll be spending the whole night sneaking your underage friends drinks and having to make sure that they don't get caught and thrown out of the bar or restaurant. If you're hosting it at home or at a friend's place, you could entertain anyone you want, regardless of age.

As far as dress code goes, if you're going out for your birthday, just follow the guidelines of whichever establishment you decide to go to. If you're having it a private residence, you could wear whatever you want.

As for the theme/dress code, that mainly depends on your own interests. I never had a 21st birthday party, but if I had had one, I probably would have had a "Sex and the City" theme--I would have asked everyone to dress up in cocktail dresses and I would have served cosmopolitans. Another fun theme is a tailgate or a beer pong tournament.

Another popular idea for 21st birthday celebrations is a bar crawl. If you live in an area with lots of bars, you could try to go to 21 of them and get 21 stamps on your hands.

Whatever you decide to do, be safe and have lots of fun!
