Wal-Mart has several different types of wrap. Some in Bag form and some as a roll of clear wrap, that you cut off and tie with a nice fancy bow. Both the wraps and bow can be found in the greeting card and or Floral arrangement sections of Wal-Mart

I can't remember what it's called, but you can goto craft stores and get those bags that you see baskets wrapped in. Cellophane? something like that. Though I don't know if you want to use the hair dryer to shrink it unless the food can stand heat. hey, that's it! Shrink Wrap. :)

You can get them @ most dollar stores in the gift areas.
We got 2 different sizes when we made gift baskets for the teachers and raffle nights. You can also get them @ Target and most Walmarts in the same area, near the wrapping paper.
Any craft store carries what you are looking for. Find the rolls of cellophane for baskets, in the same area where the have the smaller rolls of cellophane. If you are planning to do baskets on a scale , say as a business, you would want to get the food safe shrink wrap. It is available at:

DollarTree has a great variety of items. You can purchase 2 bags together for $1. Some of these bags are shrink wrap and all you do it turnn on your hair dryer once your item is wrapped and it shrinks it onto the package.
I am sure any of the dollar stores carry these if you don't have a Dollar Tree. Have Fun....
cellophane is the see thru gift wrap type paper that is either clear or color tinted. you place basket in middle and pull up edges and tie it off with bow... but you can also check a larger grocery store and look for colored Saran Wrap to do the same effect but it has a clingier effect while wrapping.
Shrink Wrap is usually a clear poly type bag you place item in and use blow dryer to shrink it to custom fit. Makes pkg look like store bought wrapping. For food basket I'd go with Cellophane which you can get usually anywhere you get gift wrap paper..or the colored Saran Wrap and a bow
Wal-Mart, Target, Hobby Lobby, Michaels and Party City would all be places I would check.
