Ideas on a surprise birthday party for my boyfriend...?

Its a pool party but I need ideas on food, decorations, drinks, and things to do...im doing this all on my own so my budget is tight and i only have a week + a couple days to plan! We are both 17 so alcoholic beverages are out of the question lol...but any ideas would be great!! Thanks :)

I had a party once that was "color related"...meaning everything is "red" or everything is "pink" ....foods are easy to match to colors and you can utilize many veggies which if bought right can be inexpensive. Also ask your guests to wear all one color and have him wear something that stands out..that way pictures will be great and he will always be the center of attention on his day.

Tropical/Luau/Beach themes are always fun.
You can serve tropical fruits, and keep it simple with hot dogs and hamburgers or sandwiches (since your budget is tight)
You can look online for a tropical punch that doesn't have alcohol in it
Michaels craft store sells sand if you want to make little centerpieces or something like that...and target has REALLY cute tiki stuff that looked like it was pretty reasonably priced.

I would say a tropical-type party. have decorations that are very bright coloured.no dark colours. Party City also sells coloured glass-looking cups. (they're see-through) for food have a barbecue and also :chips with salsa, barbecue chips and watermellon or mized fruit. and since your budget is tight then you can also go to the dollar store and find similar cups as what I described before. you should get the mixed fruit instead of the watermellon since it comes in containers alread. its found in most stores. the decorations you can also get at the dollar store
