Here is a good recipe for punch:
MOCK CHAMPAGNE PUNCH

64 oz. white grape juice
46 oz. pineapple juice
2 liters ginger ale

This makes 40 4 oz. servings (punch cup size).
That will make it festive! And lots of snacks--dips with chips of all kinds, music-might ask guests to bring their favorite cd.Go to party city for hats/blower things. confetti all around the table. Confetti trail leading up to your door. Make your own by running silver wrapping paper thru paper shredder,Clear plastic plates. Later: breakfast casserole & coffe/hot chocolate.

you have to decide if you want it to be memorable or just some place your friends can be when they puke all over themselves.

YOu can have everyone dress up in costumes.. And I don't know how old you are, but just because you don't drink doesn't mean there are people at your party that isn't going to drink, unless you're inviting all people that don't drink... And back to the costumes. You can just have like a big costume party, or have a theme with the costumes... Or have a decade theme... 80's, 70's, 60s something like that, and then youre decor will follow what theme you get for your party. Get with some friends and see what kind of party that they would like to go to on new years and go from there.

Starting early is a good thing. That way you'll have plenty of time to get things together. Send out invitations with an RSVP on them. that way everyone will call to let you know whether they will be able to attend. Decide whether you want a dressy party or casual - any way you like it. You could also put that in your invitations. then think about the foods you want to serve. You could have alot of finger foods available. Keep a list of what you would like to offer your guests as well as anything else you would like in your party and cross them off the list as you finish them. I thought perhaps you could serve beverages that look like alcoholic beverages. Or you could just serve them as is. It's your party. Enjoy and I wish you a happy 2007.

New Year's Eve and no liquor? Why bother? Just because you don't drink doesn't mean you can't serve liquor. How about champagne?

IF YOU KNOW HOW MANY ARE GOING TO ATTEND THEN YOU CAN GO FROM THEIR AND WORK ON THE FOOD.

Lots of Silvery and dark colors - for decorating

Any foods that require Dips OR do a small dinner before if it's smaller party - for foods

Dance music only, nothing slow that might be depressing - Music

Lots of Noise Makers, Hats, Party necklaces - stuff people can keep.

Maybe even have lots of Disposable cameras so that people can take pictures while they are there and you can keep them

Make it a Dressy/ Formal event - puts people in a good mood.

good food good friends good music make a fruit punch. Any cans of fruit juice with some 7up or soda in it makes a good punch. (or just buy a couple of cases of soft drinks) Put out some chips and dips - corn chips and salsa, potatoe chips with onion soup dip. A quick trip to the store is really all you need. Make sure to have plenty of ice. You could buy a couple of pizzas and cut them into bite size snack pieces the day before and heat them last minute. the same with those roll up sandwiches they make in the delis at the grocery stores. All the groceries make great snack trays now and aren't too expensive unless you get the shrimp. Keep in mind that you don't have to really fuss a lot to have a good party. Just put out the ice and drinks and some plastic cups near the sink and spread some snacks around and you're home free.If you start simple like this, then you can do whatever suits you and quit when you want. You could ask a couple of good friends to" bring that ______that everybody just loved at the last party" The real trick is to not make yourself so crazy about everything that you don't relax and enjoy your own party.

December 31st conjures up a lot of feel good factors with the New Year a few hours away so for a change why not erect a tent in your garden & work on a theme connected with camping out you can all go inside at midnight to see the year later.
