Fairytale-princessy ish. If you don't over due it or make it like a little girls party it is awesome. Have a great pink sparkly dress, show up in a limo and decorate the place kinda like a cinderella ball room.
16....its all about being a young adult. Maybe a fun disco party....or an retro 80's party...where everyone is encouraged to dress up (you can send invites with some costume ideas)....and play music from the era. Or have a talent contest....
Have a movie from that decade playing in the background (i.e., sixteen candles - 80)

all of us older guys wont say.
I had my daughter a fashion show and all of her friends were the models. modeling the different categories of clothing. some department stores sponsored some of the clothing and some of the girls wore their own. A few categories were swimsuit, prom night, urban/hip hop wear, career wear {just use your imagination} IT WAS THE B_O_M_B!!! needless to say she will always remember it. I also rented the stage and runway and decorated the tables for the audience. refreshments were during intermission

If you can, a (chaperoned) sleepover with best friends at a hotel rocks. Room service, hotel pool, movies, midnight ice runs, pillow fights....good fun for all.
If not, an evening "Spa" party would be great. Get stuff for manicures & pedicures, facial masks and scrubs, lotions, etc. Cheap at Walmart. Play music and have virgin cocktails in champagne glasses. They'll feel like Paris Hilton!
