I spent under $50 for my birthday party this summer. I bought deli sandwich meats, bought rolls, some store brand chips and dip (no one can tell the difference) and assorted store brand sodas. It was fun and cheap. Hope this helps!

Have a potluck, and invite friends who really know how to cook. Buy the cake and a few bottles of wine and you're all set.
Come as you are. Bring your own beverage and bring a dish (or snack) to pass.
Buy a keg of beer, 100 pounds of ice, and a bunch of plastic glasses. Send invitations via evite (http://www.evite.com/). Ask on the invitation that everyone bring a food item.
Don't know if Rachael would approve ... but, that's how I'd do it. :)

The food ideas above are all very good ideas (a pot-luck is always yummy!) and I'm sure your guests will have a ball no matter what you choose to serve...
But for entertainment, nothing brings out the kid in people of all ages like a water balloon fight! Of course this all depends on what type of party you want to have and what your weather is like--and you have to tell everyone that the party is beach casual. You can even have a luau-style theme! (The dollar store is a good idea for decorations.)
If I'm on a budget, I try to ask a friend or two to co-host with me. You can spread out the work and the costs and provide a better party for everyone. Evite invitations are the best way to send free invitations, party reminders, pot-luck sign-ups, RSVPs, etc... If you haven't tried it, you should!

2 bottles of inexpensive red wine
a box brownie mix with a pint of vanilla ice cream
Well, you can make a snack table, make sure you tell people you will only be serving finger foods and punch or soda. Serve like 2 trays of finger foods such as chip and dip and mozerella cheese sticks, and also have some brownies or a tray of cookies for dessert. Buy paper cups, plates, and plastic silverware, but try to buy the cheap, but decently decorated ones from the dollar store. Also, buy a crazy variety of colors of decorative ribbon banners and just rip a bunch of long pieces and tape to the ceiling. It's cheap, pretty easy, and not bad to use as decorations when you're on a budget.
You can turn up your stereo super loudly and play a bunch of CD's and you or one of your friends can be like the mini DJ, cranking up whatever the crowd pleases or you can also use radio edit.
There's not much you can do with a $50 party. But I hope I gave you some ideas, and have fun!

a taco party....where the guests create their own tacos from ingredients in bowls.....get some crepe paper from the dollar store along with a sombero to put the taco shells in and you are all set
I just want to say that I always love reading the crazy ideas everyone has.
try a bbq party.like hot dog and hambugers on the grill and get you 2 or 3 bags of chips....
If it's for kids you could buy some cheap art gear and get them to MAKE decorations and party hats as part of the activities.
Just a thought.
And toasted cheese on toast is just a killer favourite.
Have a progressive dinner party. Start out with appetizers at one persons home then, drive to the next home for soup or salad, then the next entree and so on. We have dont this many times and it's so much fun.
That would depend on how many people are coming. I would say to make a few pans of baked Ziti and salad along with an assortant of rolls.
