Answers:
play group games like cherades or win, lose, or draw. I always have fun doing those things at my parties. or musical chairs...it sounds silly and childish, but it's still fun when you're older, too.
Movies and popcorn - always a crowd pleaser! Or, make cookies together to go with the tea, if you want more interactivity.
Dont forget the pillow fight!
i would say just get some pizza or fish and chips and a bday cake
hire out heaps of movies...
maybe buy some nail polish so they can do their nails (if there girls)
they will have fun no matter what
staying up late watching tons of funny movies, playing truth or dare- nothing too messy- playing board games, having ice cream sundaes, cookies, popcorn, and chips
tea, milk, coconut cookies will be food. Bring sleeping bags candles rated PG13 movies

Well, have the Tea Party at 4:00 in the afternoon. Send out Victorian invitations to the Tea Party. Set the table with fine linens, lacy or embroidered napkins, silver trays, pedestal plates with scones and little cakes, cucumber sandwiches on white bread with butter, watercress sandwiches on white bread with butter. Also, serve several flavors of tea with accompanying honey, sugar cubes, lemon wedges, or cream. Have the antique cups and saucers from garage sales, dollar stores, or second hand stores. Have a vase with beautiful flowers and small framed pictures of the girls, used as the place cards. Print up a menu on shiny paper and frame it and set it on the table. Go to the local Goodwill stores or second hand stores and pick up some old hats, scarfs, boas, handbags, shoes, old stockings, fabric flowers for the hair, and old style dresses or slips, old costume jewelry and glasses without the lenses. Long gloves are fun also. If you don't have time or if this is cost prohibitive have the girls show up in their costumes. In any event have them dress before partaking in the Tea Party and after the party have the girls vote for best dressed and present her with a gift. Have them read romantic poetry out loud one by one as entertainment, and play classical music. Afterwords, old romantic movies with lots of Kleenex, and an informal spaghetti dinner or pizza. Let them stay up real late. In the morning serve them french toast with fruit sauce and hot chocolate and orange juice. Enjoy! Your daugther will always remember the attention and details of this super party. Mine is 30 and she still remembers.
