go to orientaltrading.com and look at all the party themes/packs. we just did this with our soon to be 2 yr old girl and let her pick the one she wanted (Disney Princess). Did it with our 3 yr old boy too, had a blast with it ( Thomas the Tank Engine) IF all else fails, do Elmo or Dora. You can't go wrong!!
Character Party. The party should revolve around the tv character that she likes best. You can go to your local supermarket and get her a character cake. Then go to a party store and get the matching plates, cups, napkins, and tablecloth. For example, I had a Elmo cake for my children. They were 2 and 4 at the time. I had their party together because their birthdays are only two weeks apart. I went Party City to get the accessories. It was very reasonable.

if she likes sponge bob or any other character have a theme party ... u can even rent a costume and possibly have a family wear it and let all the kids take a picture kind of like with santa pictures and serve all kinds of foods kids would like or u can go to chucky cheese or a mcds or burger king .. good luck =0)
