I would have it at someone's house!. I would have everyone close to her chip in and bring a dish to share!. (we did this for my mom's birthday!.!.!. I made meatballs in a crock pot with bomber buns, my sis brought a pasta salad, my aunts brought a bunch of deserts, and a few other people brought other sides!.) This helps on the food cost and it's more personal!. Everyone likes to show of their cooking skills so most people will be happy to!.
Have water in pretty pitchers and buy big jugs of fruit punch to serve as well!.
Decorations!.!.!. the Dollor stores, cheesy as they may sound, often have GREAT items!. Start there and if you have money left over you can splerge on some nicer decorations elsewhere!.
Try making your own cake, or Cosco has AWESOME cakes for not too much!. Or even a local grocery store and you can decorate it yourself and write her name with store bought frosting!.
Good luck!Www@FoodAQ@Com

that is plenty for a great party!
first find your location- either someones house or maybe you know someone in an apartment complex with a party room to rent/use that would accommodate your group better!. maybe even a local bar that will let you bring in your own food- we did that for my dad & step moms 50th/60th party and it was nice- we just bought a 1/4 barrel of beer from the bar to serve for free beverages to guests and they just bought whatever else they wanted- kids were allowed in also!.
then figure out who will bring what foods- find less expensive foods to serve like sandwich platters or sloppy joes, maybe shredded turkey for sandwiches or even a taco/nacho/burrito bar with all the fixins! buy a bunch of booze and other beverages!. and dollar store always has great decorations for parties- even helium balloons!Www@FoodAQ@Com

You can just take her to dinner, then ask family members that you are celebrating your mothers birthday at ______ on _______!. If they would like to come!. Most of the time the will pay for themselves!. Www@FoodAQ@Com
Goodness, that's plenty of money if you are willing to have the party in your own home and do the cooking yourself! Www@FoodAQ@Com
