get a bunch of those new years horns and put a little mesh bag inside filled with something chocolate or some mints.
Or if you want to spend a little more, there are places that you can order small bottles of champagne, beer, or wine and have personalized labels put on them. You could have them say something clever or just Happy New Year!

i think it would be cute if you bought each guest a martini glass (you can get them for $1 at dollar stores)inside the glass you can have little mesh bags with jelly bellys and maybe some mini bubbles that say 2007 on the little jar
