Well you basically blew all my ideas lol! How about paintball, water skiing, or swimming with dolphins? It all depends on your budget, but I remember being jealous of this girl who took all her friends to this camp with all these activites like horse riding, hikes and challenges when I was twelve.
Laser Tag, Paintball, or rock climbing if you're an athletic bunch.
If you're more artsy, look in to a place like Do The Dishes, where you can paint your own plates, mugs, etc.
If you want low-key, just rent a bunch of movies, make some popcorn, get some sodas and chill.

For a thriteen year old girl I would say to have a day at the spa getting manicures and pedicures and facials and such. Girls love that stuff.
For a thirteen year old boy I would say to have a day at a go cart track or something along those lines. Maybe even concert tickets for a boy or a girl.
For my daughter's 13th, we did a spa party. We looked up recipes on the internet to make homemade facial massage, foot massage, lip gloss etc. Then we purchases the supplies and made everything at the party. They took them home in a cute decorated basket.
For boys (or girls, since they both LOVE this), have a snowball party. We took nylons and starting at the bottom, filled with one cup flour. You then cut and tie and knot a new bottom and continue up. The whole thing costs only a couple dollars, and the "snowballs" last a very long time. You then send them outside and let them go at it. The balls are not painful when they throw them and they end up looking like ghosts. We play this alot.
You can also google party ideas and games. We have found lots of unusual ideas. Good luck!
You could have a boy girl party and go swimming or you take you and the girls to a hotel and have a girls night and have fun swimming and whatever the hotel has to ofer. but anyway good luck with you decision!
