Got any Chuck E. Cheese restaurants in your area? Check your yellow pages.

They can set up a party for you with pizza, birthday cake and more. They also have a children's play area and animated puppet (life sized) shows.
I took my kid there a lot for both her parties and those of other kids.

well I dunno where you live, so it's hard to say exactly where.

Restaurant works well.

Aim for cheap and fun. He's gonna be 3. He won't remember it.
He won't even remember it a week later.
Mickey D's, local park, a friend's house, Indoor playground.
anywhere he can climb and make a mess.
my gym and the little gym do great parties. many science centers and YMCA's too.

take him to the ocean
take him to a bar
take him to a jail parking lot
take him to the city dump
take him to a football game
take him to a park
take him to DC
how about screw the party and start the kid a IRA he isn't going to remember the party in six years any way so do some thing really nice for your kid

if cheap mcydees or middle price at your house with moon walk you can rent or high price take him to a blues clue concert

when is his birthday? Nice weather? you could do it outside inexpensive with your own movie outside, the kids bring their pillow and sleeping bag and you can set up a popcorn stand in the corner with other munchies.
Or if it's cold out you could always take them to the movies, that could get expensive, I would make it simple and stay home make hot dogs and french fries for the kids.
Train rides if it's a warm b-day.

...well, besides your home & w/ a theme...we had a terrific birthday party at a local gymnastics place "Fun & Fit" (we're in So. CA). I know that a lot of gymnastics places do kids parties & it's nice because the kids can safetly run off energy on fun equipment - eat their cake - open presents - the adults can watch and you don't have to clean up. The gym people even jotted down the names/gifts from everyone...so thank you notes were a breeze :) & it was very affordable :)

You want to go to a drug free environment so I would suggest leaving Baltimore (and your husband) and maybe go to a kid's resturaunt or set up a party at a McDonalds (unless you actually care about the little brat, then go somewhere healthier). HAPPY NEW YEAR!!!!
