Mostly all of them are doing it now, as long as you inform your waitress/hostess that you have a birthday in your party group. Rainforest cafe has an awesome, gigantic dessert that they bring to the birthday guest with sparklers coming from it. Chili's, Applebees, TGI Fridays, Ruby Tuesdays....just call the restaurant you plan to attend and ask them.
