Answers:
Make sure to plan this party in advance including his mission you send your husband on in the community. An idea is maybe start him off on a mission of his favorite places in your community. Just tell him that you are sending him to a place on an errand. Have a clue left to a certain person (if an business establishment) or an object. Leave a clue in an envelope to the location to the next spot. Do this for 10 or 12 places. Then, the party could be a theme based on the places you have mentioned on the quest. I have included some places below for more ideas for the party.

Others theme could include
1980s party
Dinner Party
Hawaiian Luau
Favorite things party (food, items, etc.)
Sock Hop

a pajama breakfast party at Denney's, I witnessed one and the people were having a great time, I was jealous. People showed up in lots of flannel, slippers, curlers, house dresses, hair pulled back, not much makeup, and kids in pj's and blankies. I loved seeing this

I would have couple of his friends over and make some wings, meatballs like finger foods and get a game from the store and all of you guys play it.

Pick a theme you know he likes and not what you would prefer to have. My hubbie and I have different tastes in most things and this is constantly noticed by our varied friends. He loves heavy metal and so got his footy friends ( also from his youth) to dig out old LPs and we had a a RELIVE YOUR YOUTH PARTY! They liked easy food, fast women(their wives!!) loud music and lots of comparisons of their body shapes. He didn't expect me to plan something that was so low key, but what he would normally prefer, so it went of with a bang from start to finish and still talked about. Have a great time!

If you are doing something with the family and friends you will probably have kids around one thing that my kids love to see is pics of my hubby and myself when we were little so get some pics and put them on a disk and play it for everyone........also make a ton of appetizers like little smokies and wings and nachos and easy food tell people to mingle and just serve themselves you don't have to do a sit down dinner and of course you should make him fill a time capsul with things that he loves now for his 60th birthday party (friends can help with this have someone get the metal box or capsule and tell everyone else to bring something that reminds them of your hubby).....that's what I sent my husband to buy stuff for I told him to go get a metal box and some of the things he loves like his favorite cologne and a current school pic of the kids and things that he truely loves and he had a blast filling that and showing everyone what he chose he even bought a roll of his chew and a pepsi and kept the receipt and put it in there also took our digital camera to the gas station and took a pic of the price of gas to include just fun stuff but anyways that kept him busy for awhile and the kids got to help him and of course they loved that too! Also make sure you get a group pic of who was there at this party you will love that pic later too we took two one making funny faces and one nice photo shot! While they were gone we got everyone to show up and I had delegated out jobs so I knew who was bringing balloons and what was going on........another fun party is one where you travel you have appetizers at someones house and then you go to the next house for soup and then the next house serves up a salad each time you stop you pick up those people and they travel with you or you can all get together and meet at the appetizer house and you usually finish off at your house for dessert it is a blast and everyone get's a chance to show off their culinary skills and changes the atmosphere constantly we have a ton of fun when we do it and that way there is nothing to hide I mean of course you would have a birthday cake right? it's his birthday so he wouldn't be a bit suspicious but when you showed up at your friends house the fun would begin you could just tell him that his parents or some friends had invited you guys over for dinner and then show up to find everyone there and you could still show the video of pics with dessert for a finally! Very fun!
