Answers:
Offer to let her borrow one of your dresses, or just tell her nicely!.
Like:
" No offense, but I don't think that dress looks the best on you!. You could do way better than that raggedy old thing!."
or
" I don't think that dress really suits you!. It would look better on a dog!. "
hahah, these may sound harsh, but it will get her laughing!.
or just say something like "let's take you shopping for a new party dress! that one's kind of old, isn't it!?"Www@FoodAQ@Com

omg you can't just be like that doesn't look best on you!.!.!.instead try something like this: oh I remeber wearing this dress last year at that one party with that one cute guy oh you weren't there it was a fun party you missed out!.!.!.I wonder if it still fits (try It on) hm well kinda it doesn't look as good as last time tho!.!.!.omg I bet this would look so amazing on you tho! (have here try it on) omg it looks so good on you aaahh you have to wear this to the party next week omg you lpook amazing! If she says oh but I am wearing that yellow dress be like:oh I like rthis one on you better it gives you more curve omg I bet so and so the person she likes would be in awe if he say you walk in looking like thisWww@FoodAQ@Com

You haven't said whether, or not, her family can afford to buy her a new party dress!? If not - ask your mom if there's room in the budget to allow you to buy her a new dress as your Christmas gift to her!.
Ask your friend, directly: Would you like a new party dress!? I'm asking because it's what I'd like to give you for Christmas!. Should she ask what's wrong with the dress she plans to wear, again, be direct: I don't like the dress on you - it's not a flattering fit and not a flattering color - then tell her what color you believe would go best with her eyes, hair and skin color!.
Many years ago, I met a woman (aged 34) who was 5'8" and 150%+ gorgeous - when her husband introduced us, I almost laughed!. She was wearing a pink & white check short, short, mini-dress (1" checks) which had an Alice in Wonderland white apron attached and a gigantic bow at the back!. It looked like a Fantasy Costume but it wasn't, she had worse dresses!. I mentioned to her that I didn't think some of her clothing was suitable to be worn by the wife of a company Vice President - she really believed "this was Her Style" (oh, my goodness) so wore toddler dresses for many years!. Some people are blind and others need guidance!.Www@FoodAQ@Com
