Encourage people to wear costumes!. They don't have to be any particular theme, and recycling old costumes is perfectly fine!.

For decorations, the "official" colors for Mardi Gras in New Orleans are purple, green, and gold!. Masques, crowns, and scepters are also stereotypical images/shapes from Carnival in NOLA!. The fleur de lis has become a symbol of the City's rebirth after being almost destroyed by Hurricane Katrina in 2005 (in addition to the other meanings for the symbol):
