It depends on where you live but in our area we have plenty of 99p stores that sell really good quality items.
Look up in your Business Pages and you will find party shops or party shop wholesalers. You will be able to buy blowers in bags of 50 etc.
go to party city or factory card outlet... They have tons of stuff like that!
