this site above shows some cute plates that you can place the candles on so you are not placing the candle itself directly in the pool!.
You can place the candle on the plates and then place them into your pool!.
You can even look in thrift stores for plastic plates!. You may get lucky and find some leaf shape ones! And who knows, you may get lucky and find some cool candles there!. Then you can place floral or butterfly candles on the plates or whatever candles you like on a plastic plate that floats!.
also look for a big glass vase or bowl and place some floating candles in the vase!. You add a bit of blue food coloring to the water in the vase for effect!. This can be your table decor!.
you can also use the same type of floating candles for the tables as center pieces in a shallow candy dish with a bit of the colored water!.
Try looking at a craft store like a Michaels for decorative candles!. You may get a deal buying in bulk!.

Go to a discount store and get coloured drinking glasses and maybe a cheap vase you can fill with water and blue food colouring - and put what you want i there!. From a craft shop you should be able to get shells to put over the table!. In the pool you should try get some blue blow up chairs/balls - should be able to pick these up at a discount shop too!.Www@FoodAQ@Com
For your pool, if you have net anchors (like for volleyball) anchor a
round styrofoam sheet and duplite your table setting on it!. I've done
that with floating flower arrangements, worked fine!. You can even light candles - they can't start a big fire!.!.!. they're in WATER!

your water inside the vase with blue food dye!. Even the shells, you
get there!.
Use scrap fabric or purchase remnants (much cheaper) at a fabric
store or Walmart for your table cloth and mats!.

uhm, u cant do anything in your pool!.!.!. maybe buy one of those lights to put in ur pool for night time swimming!?
