You should have them out at the start of the evening and then keep topping them up as they run down. Do it this way so that your guests can have a nibble at something when they first arrive

I'm not sure that would be appropriate

I'd say get them out before your guests arrive (depending on what kind of party/entertainment you are providing) because they act as a good ice breaker, allowing people to nibble which can help people to relax in social situations as it gives them something to do, ie like drinking or smoking does too.

when they stop staying hard then just give them a tweak. no one will mind

I`d have them ready whent he guests arrive, and top them up regularly.
i always think it is appropriate to offer them to the guests aswell, not necessarily shoving the dish under their nose but perhaps when u greet them and offer a drink say "help yourself to nibbles" I know that I would not just help myself unless I had been made to feel comfortable to do so.

I find it more entertaining to only half get them out, watch everyone's eyes brighten at the prospect of nibbles and then put them away again. The trick is to save the best for those who have earned them by providing the best entertainment of the evening.

Since people don't all arrive at the same time you don't want food sitting out and going bad.

What I do is have a few non-perishables out so there is something for the first arrivals. Then I add more variety as more people arrive until I finally have everything out.

Be sure to keep hot food hot and cold food cold. It can spoil quickly at room temperature. Cold food can be put in double bowls with ice in the bottom one. Electric appliances are great for hot food.

Try to have dry foods- chips-crackers ect. out before guests arrive. If gives people something to do while they are getting comfortable or awaiting other guests. Also they may have rushed and be hungry -when asked 60 percent of people will refuse food even though they would eat it if out aready. Offer drinks immediatly even when they are removing coats. Its good to have heated items on trays ready to be popped in one or two at a time.
Never want guests waiting. I like the parties best with new nibbles coming out every so often rather than a table full. But remeber always serve -mild to -rich to -spicy to mantain a proper palette ( If you serve garlic first ) Your next 2 items will hint of garlic also. Have Fun
