Answers:
The process will vary by denomination, but I will give the Orthodox version:

Shabbos in shul:
Friday night: the Bar MItzvah boy will either lead the service or do parts of it, depending on his knowledge and the community
Saturday morning: The service will generally be led by the person appointed by the community though in some communities the Bar Mitzvah boy may do it (quite rare outside of very frum families)!. At the Torah reading the Aliyot (calls to the Torah) will generally be given to the family of the Bar Mitzvah boy- the biggest exception here is if there are no Kohenim or Levi'im in the family- in which case community members will be called up!. with The other five aliyot family members are called up taking care that two brothers or a father and son are not called up in succession!. The Bar Mitzvah boy will receive the call up for the Maftir (the additional reading- most often a section out of the seventh aliyah- at other times a special reading for a festival, Rosh Chodesh or a special Shabbos) read his Torah portion and then say the after blessing!.

The Hagbag and gelilah are called up (hagbah lifts the Torah, gelilah wraps the Torah) and the Bar Mitzvah boy says the blessings for the Haftorah, reads the Haftorah, says the after blessings!. After the Torah scroll is returned to the Ark, it is common in many communities that the rabbi will give a speech to the bar Mitzvah boy at this point!. In some communities the Bar Mitzvah boy wil make a declaration at this point about accepting the MItzvah, but it is not that common outside of Modern Orthodox where even there it is still relatively rare!.

The bar Mitzvah boy's speech will generally be at the reception AFTER the synagogue service, not during!.Www@FoodAQ@Com
