The best idea is a SCAVENGER HUNT! It works better with a lot of people, but split the people into teams and have two different cars w/ parents able to drive. then make a list before you start of things to "get" in different places around your town.
I did this at my 18th b-day party, and we had stuff like " Get a Salt shaker from a Franks Pizza" (had to take a salt shaker and then put it back later when no one was looking!) or "take a picture with the guy who works at Dunkin Donuts!"

**Bring a camera with you to each place you go and take a picture to prove you did everything on the list!

If you want you can go spend the day at the mall with your closest friends and buy some prom/formal dresses. Then after that you can throw a dance party and invite more of your friends. With a dress code of prom/formal. Throw a mini prom!!>:D Food you can have pizza, chips and dip, veggies and dip, soda, water for people who want that. Take lots of pictures for memories(: Haha(: && thanks for answering my question

BBQ and maybe a pool
OR take a road trip in a van and invite your closest friend to go somewhereeee
