I say go with the Police Birthday party theme! He will love it....there are so many cute ideas for it that I wouldn't be able to list them all here...but here's a link where you will get ideas from invitations to games to food ideas to party favors and decorations, too!>>>

Don't forget to rope off the area with the yellow tape...and using the blue plates with upside down red cups to look like sirens (red, blue and silver for color theme)....pin the badge on the officer game..."Rook the Crook" game, and more. They use water balloons in a game...and wet sponges in another one...kids will love it. "Squirt guns" as prizes or toy cars.....also the suggestion was made to have your local law enforcement stop by with a unit or a motorcycle to let the kids see a car...or do a tour of a station. Maybe have one bring a K-9 police dog>>>kids love this. We have them at our community events and the dogs wear their badges.
And for fun...the adults can take a step back in time and you can order Keystone Cop plastic hats online (or maybe they have them at party store?).....also, do a pinata (although I don't like the idea of "beating up" a police car...so you can have the kids try to hit a "Rook the Crook" dummy instead).
You could do a murder mystery theme if the kids are mature enough. Dave & Busters is a good place for this. You could do a scavenger hunt. Take the kids rock climbing indoors. Fishing or to the zoo or aquarium. You can actually call the police department, and they can take you and your son for a ride in the helicopter or a cop car for an hour (very cool for a 4 yr old boy!).
i think you should organize a fancy dress competition and a party in which there will be games and activities, all his friends should be invited
Check out local karate or boxing places. Some do reallt fun kids parties for 3-6 year olds. other places: bowling alley, bounce place (Bouce U), Nifty Fifties, Call local fire department and ask for a tour of fire station and truck, farm party: visit animals and can go strawberry picking or take pony rides. we have local ceremont and and parade on flag day..could incorporte flag day theme(red white, and blue). Also I've gone to movie parties. if you ahve a local theater with plays for kids, they also reserve rows for parties.
