I need help planning an 18th surprise birthday party?!


Question: I need help planning an 18th surprise birthday party?
My boyfriend is turning 18 and I want to plan something special for his birthday...
He doesn't do anything for his birthday, so i don't want to make this too huge, i just want to make it memorable.
I also can't do anything too expensive
