i dont know if it would be too expensive but heres what i would do:
the theme could be posh? i dunno choose any and get them to dress up if they can
you get some great music and put it on the cd player (try and get some speakers)
then get some hot food, cold food, cans, (alcohol if you drink it) and drinks
then set a time for eating the buffet (or just say they can get it whenever they like)
then its up to you: you can dance, kareokie, joke, whatch a film with popcorn e.c.t
AS FOR DECORATIONS DECORATE YOUR FLAT WITH BALOONS AND BANNERS, MAYBE THINGS TO DO WITH YOUR CHOSEN THEME
ok heres the expensive part you might not be able to do: hire a limo to take you to a resterant or something- but next best thing is some taxis

then you can go for a meal and some drinks, have a laugh and go home and do a big sleepover (depending on your number of guests, if there is alot,choose your bessies to go with you

You could go as what you wanted to be when you were a kid, like a doctor or nurse.
Whatever your name is go as something beginning with the first letter.
Neon colours.
Normal fancy dress.
You could do a school theme, so they could wear their old high school uniform if they still have it.
Geeks.
Pick a certain colour and get them to wear that, if they don't have that colour im sure friends could lend each other that colour.

Maybe you can do something fun like a Blacklight party. get some black lights, turn your regular lights off and have your guest to wear white or bright colors, get a bunch of highlighters to write on things/clothes with. they dont really show up when you turn the lights back on...just an idea i had :)

Well i didn't think there was anything special about turning 19 until my friend made me realize that it is your last year to be a TEEN. Soooo, I would prob. go with a teen theme like pajama party or maybe even going for the school girl/boy look! just some ideas :)

get loads of haribo's put them in a bowl

then melt them in your microwave or oven then..

then leave it to cool down while putting a spoon in the middle

and the next day!!!!!
