There are lots and lots of fairs and festivals going on this time of year. Any chance of taking the kids to one of those? No decorating and no cooking required!

For a twelve year old, how about an amusement park? I think if you get season passes, they give you a little booklet full of coupons so you can bring your friends at half price.
The beach, have a bon fire.
This is what I used to do for my pre-teens/teens - have a tailgate birthday party. We used to pack the cake, drinks in our van - and take the party on the town. We would arrive about 30 minutes early than the movie was supposed to start. Open the tailgate and have cake and open presents. Then - I would hand out favor bags full of candy for the movies - and in we would go. It was simple, easy, fast and the teens loved it --- No lame games, no lame decorations, minimal adults standing around watching them - just quick cake - gifts and then the entertainment.
We did this at the skating rink and also at the bowling alley as well as at a concert one year. It got to be such a looked forward to tradition - that their guest lists kept getting bigger and bigger.
Oh yeah - forgot to say the cake was a cookie cake - no mess - no forks.
Nice thing is - you don't have to coordinate and rent a party space anywhere. Just let them pick out the place they really want to go - and take your party there. Good luck!

How about a roller rink? Or a bowling alley? It might sound boring to you, but kids actually love it.
A big nice family park and barbecue.
Go to the zoo, amusement park, a rolling skating rink or movie theatre. Some have party packages available. Check your local yellow pages for ideas. Also, check the entertainment section in your local newspaper. Google it!
When I was 18 I worked at a comunity athletic club and I catered parties. I think most athletic clubs will rent out their aqatics area (Swimming pool and stuff) for about $75 -$125 for two hours. you may also try local YMCA. the parties I catered were usualy for kids 10-14 years. The kids would have pizza and coke in the lounge and the presents and cke and then 1 hour in the pool.
You didn't mentio boy or girl... however.... isn't 12 a little old to be having a b-day party?! Take a hiatus until 16 or 18!

some small cafes do after hour rentals for a reasonable fee (so do some museums)
paint your own pottery place
if you have a home church and want a large sleepover/pizza party or even a dance with snacks - many will let you reserve their rec room or fellowship hall for free or very low cost
if you want a small party with just a couple of friends (and you're a girl - sorry, I'm making an assumption here) you could check with a couple of local spas to see if they have a reduced price for teens (ours does - you can get a really nice manicure for $10 each) my neice had this kind of party with three friends and then they went out to eat at a nicer cafe - still cost her mom less than a party at the skating rink
You could reserve a picnic shelter at the local park and have a cookout and scavenger hunt with prizes.

Personal, I think Pump it Up, a place with huge bounce houses and air filled slides, lol jk or Libbie Loo's You can go there get sunglasses, a purse, makeup stuff and a makover, or a local ice rink. Or you can host a party at your own house and have a sleepover.
