Creative ideas for a small sweet 16 birthday party?!

Question: Creative ideas for a small sweet 16 birthday party?
I am turning 16 in April, and my parents asked me what I wanted to do to celebrate. I told them that I wanted to go to the music festival Outside Lands in San Francisco in August, and they agreed, but they also want to throw a small gathering/party for myself, a few friends, and some family. They asked what I wanted to do, and I have no idea. I want it to be small, intimate, and cheap. I will only be inviting around 7-9 people including family. I was thinking maybe going to dinner, but my mom said that sounded boring. I live in South Orange County, right by the beach (but that water is far too cold to swim in and the weather is unpredictable). Please help?

What do you think about about a theme party? At first, it may sound a little dorky, but if you go with it and have fun- the focus will be on the theme and not entirely on you. You can also have the guests dress up to go with the theme and everyone can really have fun! Even the decorations, food, and invitations could be coordinated with the theme. You can play appropriate music, but don't have to dance. Try to think of a game or two that everyone will enjoy to go with the theme (such as at luau you can do limbo), including everyone in the game will also take the spotlight off of the birthday girl! Maybe some fun options could be:

(indoor) Luau- grass skirts, flowers, beach drinks, leis, and limbo!

80's party- big hair, florescent clothing, and friendship bracelets (don't forget "girls just wanna have fun!")

child's theme party- such as princesses, clowns, or an old favorite cartoon to relive your childhood!

disco fun- disco balls, 70's clothes, and lots and lots of peace signs (fondue?!)

Un-halloween party- ghosts, goblins, cobwebs, candy- the works! Just not in October. :)

Have fun with it! Happy Sweet 16! :)
